HEERF I, II, and III Information
HEERF III Information
The Higher Education Emergency Relief Fund III (HEERF III) is part of the American Rescue Plan Act of 2021, passed by Congress. Cal State LA has been allocated $108,113,372 through HEERF III. Federal guidelines earmarked at least $54,097,891 for our students.
Student Grant Portion
The $54,097,891 HEERF III funding portion for students will be disbursed for the academic year 2021-2022; $27,000,000 in fall 2021 and $27,098,393.26 in spring 2022.
For the spring 2022 term, as of June 9, 2022, the disbursement total amount was $27,093,000 to 25,096 students who received automatic block grants or emergency grant funds. As of June 30, 2023, the HEERF III emergency grants distribution is complete.
For the fall 2021 term, as of December 22, 2021, the disbursement total amount was $26,999,497.74 to 27,636 students who received automatic block grant or emergency grant funds. The final distribution of the HEERF-III emergency relief aid to eligible students through an automatic block grant or emergency grant funds has occurred for Fall 2021.
The funds can be used to cover expenses related to the pandemic, such as food, healthcare, technology, course materials, and child-care expenses. As was the case with the Student Portion of the CARES Act funding, students will receive varying amounts of assistance. Funding was based on the financial need of each student. Most students, regardless of need or other financial aid award, will receive a baseline amount of assistance. Find the details of the distribution of these funds on the HEERF III Eligibility webpage.
Institutional and MSI Portions
The remaining $54,015,481 is our HEERF III Institutional Portion. The campus was also allocated $6,816,256 as part of the Minority Serving Institution (MSI) Portion of the HEERF III funding.
HEERF II Information
The Higher Education Emergency Relief Fund II (HEERF II) is part of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021, passed by Congress. Cal State LA has been allocated $61,905,561 through HEERF II. Federal guidelines earmarked at least $18,957,083 for our students.
Student Grant Portion
As of June 30, 2021, 100% of the student HEERF II funding has been disbursed to students. The updated disbursement total amount is $18,957,083 to 22,732 students who received the automatic block grants and/or emergency grants. As of June 14, 2021, the updated disbursement amount was $18,533,550 to 20,688 students who received the automatic block grants and/or emergency grants. After disbursements, $423,533 remained and is available to assist eligible students.
As of March 31, 2021, the updated disbursement amount was $18,072,575 to 20,376 students who received the automatic block grants and/or emergency grants. After the disbursements, $884,508 remained and is available to assist eligible students as emergency grants through the Office of the Dean of Students.
From late February through March 26, 2021, $18,004,575 in HEERF II assistance was disbursed to 20,372 students. After the disbursements, $952,508 remained and was available to distribute to eligible students as emergency grants through the Office of the Dean of Students.
The funds can be used to cover expenses related to the pandemic, such as food, health care, technology, course materials, and child-care expenses. As was the case with the Student Portion of the CARES Act funding, which was distributed in spring and fall 2020, students received varying amounts of assistance. Funding was based on the financial need of each student. Most students, regardless of need or other financial aid award, received a baseline amount of assistance. Institutional and MSI Portions
The remaining $42,948,478 is our HEERF II Institutional Portion. The campus was also allocated $4,037,818 as part of the Minority Serving Institution (MSI) Portion of the HEERF II funding.
HEERF I Information
The Higher Education Emergency Relief Fund I (HEERF II) is part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, passed by Congress.
Student Grant Portion
Cal State LA received an allocation of $18,957,083 earmarked for students from HEERF I. The University disbursed the entire allocation as emergency financial aid grants to 26,976 students. These students included those who were enrolled in spring 2020 as well as new, first-year students and transfer students who enrolled in fall 2020. To ensure that all our students in need received emergency assistance, Cal State LA used other funding sources for students who were not eligible to receive federal funding under the CARES Act. In addition, we provided more than $1.3 million to 1,395 undocumented students and international students. We also supported 739 students with $340,777 in emergency grants through a program administered by the Office of the Dean of Students.
Cal State LA has purchased more than 5,000 Wi-Fi hotspots and laptop computers to assist with virtual learning and internet connectivity issues. More than 2,000 laptops and hotspots have been distributed to students and faculty who needed the technology. The University plans to distribute laptops and hotspots to additional students and faculty members who have a need for these devices prior to the start of the spring semester.
Institutional and MSI Portions
Cal State LA received $21,792,047 as part of the HEERF Institutional Portion allocated to the campus. This total includes $2,834,964 that Cal State LA received from the Minority Serving Institution (MSI) - Higher Education Emergency Relief Fund. The University has drawn down on the HEERF Institutional Portion and MSI funds. See reporting details below.
Pursuant to H.R. 748 (CARES Act), section 18004(c), CSU campuses may use HEERF Institutional Portion monies to cover costs incurred associated with significant changes to the delivery of instruction due to the coronavirus. Costs must be incurred on or after March 13, 2020 to be eligible. Examples of allowable uses permitted under the broad institutional authority granted by the CARES Act include lost revenue, reimbursement for expenses already incurred, technology costs associated with a transition to virtual instruction, faculty and staff trainings, payroll costs, and emergency financial aid grants to students for their expenses.
